Sales Leader, Partner & Office Business Leader

Sam is the Office Business Leader of Mercer’s Government Human Services Consulting (GHSC) specialty group in Phoenix, with responsibility for 90 multi-disciplinary consultants.


Overall, Sam has been working in this field since 1995. Before joining Mercer in 1997, Sam worked as an underwriter for a major insurer. Since joining Mercer Sam has participated in and been a leader of Mercer’s Long‐term Care rate team. Specific experience Sam has with developmentally disabled populations includes:

  • Assisted the State of Arizona Department of Developmental Disability (DDD) in design of the State’s first Published Rate System for Developmentally Disabled consumers
  • Facilitated a panel of families, providers called the Design Team which sought to develop a consumer directed model for care and a supporting rate system
  • Conducted a Life Event Profile analysis which analyzed how consumer’s costs and services changeat transitional stages
  • Developed a process to vary rates by geography based on the density of clients in a specific area
  • Performed a retrospective rate analysis of Day Program rates which assess the historical rates accuracy
  • Developed rates for Early Intervention Services
  • Developed rates for Employment Support Services
  • Providing strategy for design and implementation for member directed services program
  • Assisting the State in rebasing current fee‐for‐service (FFS) rate system for Home and Community Based rates
  • Develop rates and negotiate with providers for Acute care service rates
  • Performing a comprehensive analysis of Direct Care Staff Compensation for Home and Community Based Services
